The hands have all been redone and there's a lot going on with that dial, just a cursory look shows damage in the top two subdials (top left subdial has a scratch along the raised portion from the dial hand from the 20 to around the 50; and the top right has a scratch across the "20" area (unless that's in the hesalite, hard to tell, but looks like dial to me); lots of hash marks seem to have breaks in the white ink, yet the lume is perfect, so yeah, I'd lean strongly towards relume as it doesn't match the overall condition of the dial, or the rest of the watch (bezel is well worn, case is well worn/polished). I'm not saying its not attractive on the wrist, and if relume I'd say the restorer did a good job.
