Plenty of new dials come with notches in them, so although a notch can be a sign of a redial, it alone is not conclusive...

I would expect that repainted one should have some smudge of paint in the back, unwanted but very frequent unless the back is closed with masking tape.

The crisp appearance of the serial digits probably confirms it has not been smudged and then mechanically cleaned,

Confirm that the notch is present in many original dials in vintage watches.
