There was a time when such box chronometers were displayed in jewellery store windows, or in the watch repair department, to give current time to passers by and customers. This one was made with a 24-hour dial. That the inner 13 to 24 register is badly faded tells me it was applied at a time after the dial was made. Possibly lettered in India ink. There might have been a range of other possible uses, but it is not a marine chronometer, for use by ships at sea. It could perhaps served as a comparing watch for use when observing several marine chronometers. Perhaps we might be able to give more information if you could show the mechanism.
