I assume you’re looking for someone to apply back the luminous matter in your watch’s hands? (That would be relume)
Or are you looking for someone to actually apply pain to your hands because it fell off and the metal is showing? (that’s as you correctly mention repaint)
In any case euggest you give some indication of where you’re based in the US as it’s quite a big patch to cover
