·Well, it sort of looks like what is called a "bullhead", but I have never seen this type of dial. Also, the Bullhead should have a crown at the bottom, which I cannot see in your picture. Citizen did a bullhead a bit like this, but with a slightly different shape and that of course would have a Citizen dial.

·That is a pretty bad fake. The "31" subdial is for a calendar, not the proper 30 min chrono.
The "7" subdial is for (7) days of the week.
