Condition issues: missing lume in minute hand, missing lume in most (or all) hour markers, broken or incorrect sweep hand, obvious damage to dial and case. As noted above, search eBay sales for similar models. Personally I would probably wait for a better one, but if you can steal it for $400, you'd probably be ok. Unfortunately, I think it will go higher. Everyone wants a Seamaster these days, but in this price range I think you get more for your money with other brands TBH.

For example, $400 on eBay BIN from a good seller:

I take your point. Out of curiosity, is this a seller you know, or were you able to decide they were a quality seller by some criteria? How do you tell the good from the not as good or the outright bad?

This is a well known big japanese dealer. But dont forget import duties.

It's a well-known high volume seller. Many people have purchased from him. Posts good photos and describes things accurately. Not typically selling super high-end collector-quality pieces, but always has decent watches available and the prices aren't outrageous.

Yep not a good example. Polished case, incorrect second hand, unattractive dial, service crown, no movement shot.
Not worth buying unless it was really cheap.

In the US, the duty on a $400 watch is likely to be negligible and in practice often no duty is charged at all. Of course, any eBay purchase involves sales tax.
