Is this something that can be addressed/fixed "under warranty"?

Pretty large piece of lint/dust on the dial just below the hand stack 😵‍💫

I would say so, I had a dust particle on the dial of my Panerai radiomir which got taken care of under warranty.

If it's got a valid warranty card, then no problem at all. It's a quick fix at no cost to you.
I have a Seamaster Pro which had a similar issue back in 2005. After a couple of months I noticed what looked like a metal filing under the crystal at the 6 o'clock position. I took it to my local Swatch service centre and they fixed it while I waited. Took about 30 minutes if I recall correctly.
