Double taxation for watch purchase or?

Hi Guys, I am interested in getting a watch based in Germany and from a company. On the web page it says this:

incl. 19% VAT. I am based o. singapore and the Good and service tax (equivalent to VAT locally) is 7%.

does it means I am paying taxes twice or the initial 19% can be waived off?

If you live outside of the EU, you will not be subject to EU VAT.
Check your local laws for import fees though.

I’ve bought vintage in person and there was no Vat. I’ve bought new in person, had to pay VAT and file for the refund. ( pain in the ass) ...Before you pull the trigger, make sure this dealer is clear.
