路The OP watch may have been sold in Japan but IIRC the dial arrangement is the standard late C case dial style rather than a particular arrangement for the Japanese market.

路price with bracelet seems OK to me, but not a bargain. I am Japan based though, and the c-case was very popular here so its hardly rare here. To me it would be down to how quickly you want one and how much you like that bracelet as opposed to the more "standard" 1040 or one of the other variations, some patience would probably lead to other examples in a similar price range.
