Yes, but i don’t see it in the case of the OP’s watch? I’we seen -69’s with very light color lume even if they have been tropical. Here’s mine as a comparison with a 29.114.xxx serial.
I have seen other tropical dials (within the typical range) with similar lume coloring. It has not been relumed, in my opinion.

At first I thought it was relumed but after showing it to expert collector friends, they concluded its not. Whether its relumed or not its just fine with me. The watch is still beautiful
It really depends on how nice the tropical dial is and the overall condition of the watch special the DON bezel. Anywhere from $10k to $20K IMO.
