Was that dial installed recently? I remember seeing a few different NOS service replacement dials like that, and several other colors, on eBay a few years ago.
I’d take that one over to www.classicwatch.com and ask Zaf about it; or maybe @gatorcpa can tell you, but I’m in the doubters camp with @ulackfocus on questionable originality.

I think these dials were either supposed to be this way, or the finish was defective from the factory. They are all like that. The finish is what it's supposed to look like. I'm just questioning the dial being original to the watch. At worst, it's a factory service dial that was replaced relatively recently. At best, it is original. Those blue Lapis dials were offered as options by several brands. I have a Piaget Lapis Lazuli dial in my parts box somewhere.
