    Actually watch dials always use this four I rather than IV Roman numeral, so this is correct.

    Dial is refinished, Omega symbol and script are not right.

    I'd like the price much better at $550 - $600, considering the dial and crystal issues and this will likely need a service too.

    Yep, the IIII is to balance out the VIII directly opposite. There are other theories too - one dating back to the stone age (that's an exaggeration).
