Can anybody tell me about this "Omega Seamaster De Ville"?

I have no experience with vintage or high quality watches. To me this watch looks amazing and I'm interested in buying it. This seems like the perfect place to ask for advice and information.
The case is 35mm and seller says the watch is 18k gold.
Could anyone here tell me more about this watch and if it's worth buying for €725/$940?

This is a seamaster Deville from early 60's

Cons:
Dial is refinished
The second hand looks not original
The rotor in the movement probably has been replaced.... the color is different with the rest. You should ask more movement picture just to be sure there are no more questionable thing in movement

The good:
The 18K gold case is in decent condition

If it is original dial and movement is in better condition I would say it is a USD 1500 watch. But personally I will not take this specimen at that price due to cons factor above. If you can live with it then it is your call.

Nothing fake at all, just a poorly refinished dial.

Ref 165.007/8 Seamaster De VILLE with the cal 711 Super Flat movement.

Correct dial for reference.
