Bumper 'waffle?' dial?

I see that this has been fussed with, the markers are off position in several instances (7, 8), It's been relumed, I can't find a match for the shape of the '3' marker, I think I've seen gold marker black dials with white text but I can't find an example right now to reassure me. The text 'feels' a bit off but no 'tells' stand out to me right now--I need to review. No inside case back so no model number. Seller's asking for $1,300.

Those dial markers should be pegged to the dial, and thereby, are in the right place. I suspect a re-done dial, and it is the minutes chapter ring printing that is not accurately printed.
