It’s inner case ref. Number 2495, which dial does appear to be a correct 2495 dial. If redailed it was done with anothe 2495 ?

Correct , it was not issued . However it could have been owned by miltary personnel and/or worn during a conflict, but there is no way to know this without a full provenance of the watch.
