Does this look correct? I’m not Universal expert. Usually they have cross hairs this period, no? Educate me please.

 

The interesting tropical dial is about the only thing going for this example and even that is not to everyone's tastes.

It looks correct, just very tired. The lugs look badly buckled, the crown is a replacement and the movement looks tired and dirty with wear to the rotor.

This is a smaller later Polerouter model and generally less sought after than the twisted lugs models, which are the ones associated with having cross hairs.
