I think the pushers are just stuck because of the dirt that is blocking the cap from moving. Hour register creep is common with cal 861. This watch, it is clear , is in great need of service ! and even if it would function 100% on the chronograph, it would still need a service. So these costs for me are "standard" with a chronograph of this age. The risk is only in more parts fro the movement, but pushers and main spring are included already in the standard service. So not much risk there.
The main concern should be for originality, sharp case, and how much room there is for improvement on the looks by cleaning and service, and light polish of the crystal. So for max 3000 plus 1000 service you have a great watch.
