I assume that some of the larger and darker spots on the dial are due to the latest water intrusion, e.g. especially the area to the right of the "9" marker.
correct, dan - it's the blotches from moisture (mostly close to the 9 marker) that bother me most.

The dial can be old to a certain extent. After that (I admit, it's a personal point of view), i would consider such a dial ugly and too damaged. The watch, and so the dial, was thought to be in a certain way, color and visibility. I collect watches but I do it for my pleasure, not for the value. Personally I don't care if the value of the watch is considered lower if restored to its original beauty; I don't wear the value, but the object itself. And yes, I understand that also we wear also its story. But not if the watch is barely visible or too damaged.
Obviously this restore has to be done by professionals and with the aim to give the watch its original status, as close as possible.
My humble opinion.
