Advice needed. Peter Blake SMP

Hello all, I’d love some advice on the pictured watch. I’ve been offered it locally for around $2700 with papers. No box. Really looking for comments around condition. I bought a Speedy years ago that was overly polished and if like to avoid that this time. Any advice would be appreciated. Thanks in advance.

Looks like the bracelet is very worn or has been improperly refinished. Case also looks to have been refinished based on the sides...
