Am looking for any info on what I am looking at. There appears to be ZERO lume on hour markers and two dots at 12:00. Replaced dial?
    Thanks for any info.

The lume has been washed off (i.e. removed from) the dial. Sometimes this is done when the original lume is unattractive.

And if the dial is without scratches and stains from leaking oil or other damage such as mold then the watch can be still be relumed and attractive if done well. Nice original lume is always, well, nice. But people recognize that isn't always possible. Your picture is a bit hard to see the dial details.

If you are wondering whether or not to relume then it depends on whether you intend to sell it or keep it. This one person's opinion is that if you intend to sell it then leave it and let the buyer decide what they would like to do. It would still be a relumed watch on the market. If you intend to keep it, it would be nice to wear it relumed. You didn't ask about this but thought you might be considering it next.
