The photos are pretty poor, but at first glance, I am seeing a repainted dial and a badly worn chrome plated case. If so, there isn't much value except for the movement as parts.
There are two possible reasons: if the dial had the signature originally, then the redial "artist" would likely attempt to reproduce it, or it was added to a redial in an effort to increase the value of the watch on resale.
The signatures of original vintage Pilot models tend to be noticeably finer.
