Yes, it can be polished and restored. But only if your watchmaker is willing to wear this. Available at Amazon. No guarantee it will protect you from the radiation though...

Too bad the hands are no longer intact. Not sure if there could be anything on the post that would indicate where the hands were when it stopped working.
