First one is a horrible mess in all respects, might be worth $75 for parts. Second one not horrible, decent movement and not polished to death, but still not worth $400.
Even at 200 they are not worth it, aesthetically atleast. Unless 200$ is your max budget and you are desperate to buy a vintage watch. Keep your money and wait for something better to come along.
You’re right but take in count that I live in Brazil and everything here is much more expensive due to the high dollar price not to mention the insane customs taxes
For 200$ I could buy the second one myself. Admitedly not my best buy but not the worst either. But 450 is way over the top. I wouldn't take the first one if gifted.
Have you looked in private watch sales forum? there are a couple of nice watches in the US$450 price range. Of course if the budget is US $ 200 then it is a different story.

I would take the second since I find bumpers so highly enjoyable! Those two watch shown are of terrible shape, wouldn't buy those.
