Firstly, splendid watch! These solid gold sei tacche cases are so neat, not that I have seen many. Secondly, regarding the hour and minute hands, I am not certain. On the one hand, the superficial condition of the watch looks very good and original (i.e., clean dial, correct-looking crown, correct-looking second hand). Also, as you mentioned, the appearance of the radium in the hands seems to match that of the dial. On the other hand, radium hands on sei tacche examples are very consistently the pencil style. This even extends to the solid gold examples that I have seen. Additionally, I wonder if the minute hand is a bit short? Regardless, a very special watch.

leaning towards that the hour and the (bit to shor)t minute hand are replacements.
Fortunately the characteristic sweep second hand is still present
