What would you recommend to do with this Omega? Leave as it is or complete overhaul?

Get it serviced and perhaps have the hands sympathetically re-lumed, don't touch the case except for a cleaning NOT polishing, leave the dial alone too except for brushing off any loose dirt.

 

Thank you. What about the numbers? I guess they were blacked manually afterwards.

 

As far as tidying up the dial is concerned, I'd be a bit wary that the dirt, disintegrating hand lume and numbers may well be radium paint. An experienced watchmaker should know how to deal with it (or some may turn it down).
Definitely one to be left to an expert I think.
