As I run through the item descriptions for watches on the bay, many sellers will use restored or refinished on the dial description. Are they the same as a redial?

Pretty much, restored tends to be a euphemism for redial, which isn't probably the best use of the word as there are some cases (Kyle can link you to the recent thread on it) where things like lemon juice are used to clean a dial and restore it to a closer to original condition but when a seller says that, you can be 99% sure he's talking paint, not lemon juice cleansing.

The worst is when a seller says "original dial" when it's obvious the thing has been refinished. Technically, and probably legally, if the slab of metal is the original one then they can say it, but to collectors it isn't original without the finish that was done at the factory.
