This seller sold me this watch two days ago and was suppose to send it to me this morning but hasn't responded since I sent payment (two days ago). You still should be able to open a case through paypal, unless you sent him the money as a "gift." Otherwise, they can freeze the funds and open an investigation. Did you put in the notes what the payment was for?

Could be more difficult to get money back from a PayPal-only transaction. PayPal will go after him only if he sends you nothing. eBay would go after him if he didn't send you that watch (as pictured and described). Best of luck.
It's the same thing for a paypal only transaction. I've received a poorly described item through a paypal only transaction and was able to get my money back.
Hope it works out alright for you. I don't know what you paid but personally I'd be a bit wary of buying anything of value from someone with a zero feedback rating.

Update: I was refunded through PayPal. Very efficient work on their end. I lost about 200 USD on the exchange rate.
What?? Buyer Protection didn't cover that as well? Glad for the efficiency but expected you to lose nothing from the transaction.
It is unbelievable how much the Peruvians have cost PayPal. Months ago, when I noticed the Peruvians setting up for another scam, I called PayPal with the new bogus PayPal account. Their response was that it wasn't fair to accuse other Omega sellers, also with zero feedback, also operating out of the same city (Lima), also selling the same watches, also with the same MO. Perhaps the Peruvians are using their ill gotten gains to short PayPal stock. Maybe we all should.
