Vintage Seamaster with Canadian military and political history

A recent acquisition to my collection of big lugged Seamasters has an interesting (case) Back story. I wondered if any of our Canadian friends might be able to shed some light.
It’s a 354 number 2767-3 with a wonderful honeycomb dial. Case is gold rolled. Crown a replacement. I love the look and feel of hands and dial on this one. However flipping it over gives a whole new complexion.

It seems the owner was a Canadian member of parliament until 1945. Then he appears to have become a Lt Col 10 years later when presented with this watch. Anyone fill in the gaps.

It’s a lovely addition to the collection. I’ve put it on one of my RalStra straps (www.rallystraps.com) which fit it well I think.

I've done a bit of family history in my time, and I had half an hour when I should have been working.
So...

The politician you mention has no record of military service, and even if he had an honorary military title he wouldn’t have gained the CD (rather crudely added to the watch engraving) which is for 12 years’ service. So I don't think it's him.
The 103 Manning Depot, a military facility, was based in Quebec – there’s an advert for women admin staff here. So I looked for an army officer based in Quebec.
He seems to have died in 1968 aged 69, and there’s an obituary, but it’s on a subscription-only site. The watch may well have been a retirement gift, as it was presented in 1955, when he was 56, and that's a typical retirement age for an army officer.
He would have been just old enough to serve in the First World War, but he doesn't come up in the Canadian personnel records. The personnel records for the Second World War are not openly available online.
There’s an obituary here for a woman who may well have been his widow.
And there are numerous mentions of what may be post-retirement worthy local activity - animal charities etc. The first of these sites is subscription only. I don't have subscriptions to any of them, I'm just going on the preview:

Not a famous person, but it sounds like he led a good life. He may have been related to the politician, but I couldn't establish that.

Thank you so much. Better than my efforts! I didn’t catch the CD. I thought it was CO - commanding officer. Appreciate your help.
