    I figure i could start: I am suspicious of the shaky words and lines on the dial...

    Almost certainly a redial. However, with American wristwatches the practice is more accepted.

    Quality could be better, but not terrible.

    the only real "tell" will be to get the dial off the movement and look for the refinishers mark on the back of the dial.

    as gator said above it's no deal breaker with these sorts of watches.

    when someone like International Dial refinishes a dial for a customer they place a mark on the back of the dial indicating that they have done it (similar to a watchmakers mark on the inside of a case indicating a service has been done).
