If I had found this board before buying my first Omega I would have saved $300 (I bought a redial).

But, yes. I would pass on that one. It's beat up and would cost you more to clean up than its worth.

Nice bracelet if an Omega branded JB Champion, can't really tell.

 

The bracelet looks aftermarket. The outer rows should be solid not folded as seen from the underside. But aftermarket BOR will do in a pinch.
