Straightening bent lugs on a Zodiac Seawolf 1781B

I bought a bit of a wreck last week, a Zodiac Seawolf with the slightly exotic black/orange/light blue colours. I knew that it had some issues (not least a horrible crystal, a badly damaged chapter ring and the wonkiest lugs I’ve ever seen), but I enjoy trying to bring these back from the grave into something wearable.

Anyway, I figured I’m going to do most of the work myself and really need some advice on the lugs. I don’t think any two are the same, and probably none of them are quite as intended. If the photographs aren’t enough, I can say that the 12 o’clock lug spacing is 15mm, and the 6 o’clock lugs are 17mm 😲

Now they probably are usable with something like a 16mm nato, but I’d like to straighten them a little if I can. Does anyone know if this is possible to do cold, or am I likely to break something off ? I’m guessing if it’s a one-piece case I’ll be OK but I don’t know if these lugs are one-piece or if the welded on. Any tips greatly appreciated !
