Hello, im new here. Unsure about s purchase. Seller said that the dial hands and caseback may be changed in a service. Is it that bad?

"Bad" is ultimately up to you, but 1) yes, both items do not appear to be original, and 2) both items significantly impact the attractiveness to collectors, and therefore the ultimate value of the watch. There appear to be other issues as well, such as the amount of polishing on the case, a replacement bezel (might be an earlier one though?), the poor fit of the bezel, replacement seconds hand, etc.

You can get some quick info on what the watch should be like here:

Is the dial fake? It does not gleam in the dark. Also the big hand looks very thin

How you feel should partially depend on how much you paid for it. At a cutthroat price, I'd happily wear that watch.

Much later (modern) case back and bezel replacements. Chrono second hand came from something else. Dial has been scraped off all lumes. Lots of scratches on movement and case looks quite rounded. Count this as a bundle of parts, not as a complete watch.

Too much. I've seen used models go for that price without part accuracy factoring into the equation. I'm guessing you also didn't get the original bracelet? If so, that's another $200+ to factor in. I've seen nearly brand new modern speedy pros go for $2100 on eBay.

Probably just plan on spending $2500 minimum for a good condition original vintage speedy. Less than that and it's probably missing something important. Otherwise, just spend $3500 for a brand new one.

Personally I don't think this is that bad a buy, it's not going to be a collectors item but prices have moved up dramatically in recent times. Good vintage examples are harder to find as there are more collectors than ever before.

Wear it, enjoy it, you'll love it.

I think the polished case would take too much away from the watch for me to buy it.... not even taking into account the non-original parts.
Spend the extra $1,000 if you can and get an original watch in good condition.

Example: There's a nice 3590.50 for sale right now in the private sales section for $2550. (No affiliation with the seller)

There has to be a minimum amount of principle for someone buying a vintage watch, not just a watch collector. Don't buy something franken, something with incorrect major parts, unless for a parts project. What kind of enjoyment one can possibly have from owning a franken piece of jewelry? Joy of franken hoarding? ;)

Wear something you can be proud of.

Experts: Question... How do you get a stepped dial with no "T" ?

OP: The movement is from a 70-74 watch, the caseback is modern from at least late 80's, same with the Bezel. My concern is the movement looks really scratched up. The Chrono second is wrong as noted, hour hand is flaking. On the other hand it looks better then Robert Downey Jr's.

That stepped dial with no T is a service replacement. Notice the long hour indices and printed omega instead of the applied omega symbol. Speedmaster101 has a section on this.
