·I would suggest that it is a redialed watch. I would also suggest 1950s as the time-frame.

Not a very desiderabile watch, redialed (not in the best way), possibly wrong hands (and crown?), a lot of corrosion - I guess - on the caseback. I would also think that the movement is in a bad condition considering all the above. Hard pass for me

·Based on condition. I would buy for the movement and toss the rest. That also depends on the quality of the movement, but based on the image.
