If it is on the dial itself, you can get a skilled watchmaker do a touchup. But that offcourse isn't good for the originallity of the watch. If it is on the crystal, a little polywatch and a soft cloth do miracles
What kind of watch do you have, and how badly is it scratched? Pictures would be helpful to determine the extent of damage you're talking about. Generally speaking, it is not a good idea to "touch up" a dial, as it will more often than not make it look worse. On a valuable vintage piece, such a repair can have a significant impact on value.
