Should the rotor wobble freely when changing positions/winding?

When looking through the display back while rotating the watch, on one of my watches the rotor just seems to stop when it reaches its new position (no noticeable vibrations before becoming still) while on my other watch it seems to vibrate a bit until reaching equilibrium. Both watches are keeping time but I was wondering if both can be classified as typical behaviors.

The rotor will not move as freely when the watch is fully wound, as it will if the watch has run down.
