I think it's clear, and the issues have been discussed many times. Introducing new vintage watches that were never made by the factory has a number of ethical issues. These are essentially the ultimate Frankens, and even if the original creator discloses that fact, they are then unleashed onto the market.
I am not with you there. This one certainly is not a franken. The parts have been accumulated over several years and all are genuine Seiko made 50 years ago. It has hardly been 'unleashed' onto the market either. I very much doubt another like it could be assembled.
Watches like this exist under many brands. Generally referred to as watchco in the OMega world as a catch all name like xerox or Kleenex. they are a grey area.
Isn’t it a bit common among seiko fans? Would we call this a mod? I see it quite frequently in the diehard seiko fans swapping dials and whatnot

That's cool. I did not know it is possible to build such NOS project. All parts are still available as service parts, or you had to hunt for them?
Another collector accumulated all the NOS parts several years ago, then he sent everything off to Duncan Hewitt (The Watch Bloke) for assembly. I bought it from him a couple of years ago. It has never had a strap fitted, The case has never seen a spring bar. So it is a safe queen, an exercise in what could be achieved at the time. I doubt another like it will be assembled any time soon.
