There seem to be some really horrible, beat up and ugly 'Bitsa' watches on the market at the moment. I wonder if some of these dealers are building attractive watches from a couple of donor's and then blatantly dumping the left overs and by-products onto anybody desperate enough to get on the ladder of the vintage watch gravy train with a 'bargain' entry to an expensive reference..... To be fair to seller I suppose it actually could appear unpolished if he has very strong glasses and removed then during the assessment. Or if he has absolutely no idea what an unpolished case looks like.
