The dial looks correct to me although it has been unsympathetically relumed. The blued second hand looks period correct, I have a couple with exactly the same aging, but I'd more expect to see a blued hand on a chronometer, although I have no idea if that's a hard and fast rule @mac_omega?
The rest of the watch isn't in great shape at all. The case is heavily polished and with a wrong crown it's a big pass from me.
I can imagine with a waffle dial and solid gold case the seller won't be offering it for a bargain price either, OP?
My initial reaction was that it looks pretty good and that the only problem is some wear to the script. I can see the top of the Swiss Made so that's not a problem, and the imperfections in the spacing of the minute markers aren't bad enough to bother me. The seconds hand is clearly wrong but people do sometimes add them for reasons of their own.
But: on further scrutiny I am concerned at the apparent smudging of the painted marker below 12 and at a strange mark above the M and E of Omega. Also, painted markers are clearly visible under the metal 5 minute markers - I don't know if that's ok or not. So I wouldn't want to buy this watch without a more detailed close-up of the dial.
To me it looks like a tart up dealers watch.

When I see a watch with a refinished case, re-lume, aftermarket Omega strap, wrong crown, potentially wrong second hand, etc, I am much more picky with how I judge a dial. The text looks pretty good, however, I am going with redial because of the spacing of the tick marks. In particular, look at the 9 o’clock marker - you can see a tick mark right next to the marker. Others are spaced quite unevenly. I’d also want to see the “Swiss made” text of course, which does actually appear to be there faintly?
