If this Pobeda is any indication the markers are likely not applied but rather are slits cut into the dial face, a gold colored base material showing through. Either that or the gold tone is somehow applied to the exposed metal. The effect is striking when you view the dial from various angles, the markings seem to float above the dial, as if in the crystal.
