Sorry can't answer your first question off the top of my head as it was so long ago since I set up my account. As to sending money as a gift, basically you pick up the fees and the recipient receives the full amount.

I believe you get a verified address by linking a credit card or bank account to your PayPal account but it's been a long time for me too.

Not my understanding in the US, there are certain restrictions, but I have never paid any fees when gifting. Paypal does explain all these things on their pages and that is really the place one should go for facts.

Well, I do not see how you can use your PayPal account without linking a credit/debit card.
Verified address I thought is somehow established after you make a full purchase to that address and in this way you can confirm it is a genuine one.

I have used PayPal paying as a gift and Stuart is correct, payee gets full amount and payer pays the fees.

This could very well be the case, it's been a long time since opening my account.

Is there a way to avoid the PayPal fee? Maybe the gift option?

You can not make a claim on a gift, once it is gone, it's gone

exactly. if you send as a gift, you give up buyer protection and have no recourse if something goes sour.

It's probably worth paying the fees yourself even if you are the buyer, or negotiating a 50/50 split between buyer and seller if that's an option.

well, for example, a seller might say a watch is for sale for $1000, and if buyer pays through paypal, buyer covers the fees. in that case, you would pay $1000 + fees, or $1020 (2%) for a US transaction or $1035 (3.5%) for an overseas one. you could negotiate with the seller and say, pay $1010 for the US example which means you're paying 1%, or 50% of the fees. make sense? (not sure what the exact % for fees are right now, just examples)

EDIT: I seem to really like editing my own posts.

FYI: it's against Paypal's rules to ask for a buyer to cover the fees. The way to do that is include the fee in the price, and offer to negotiate a lower price for alternate forms of payment.

PayPal 'gift' (aka 'friends and family') does not incur a fee for either party if the funds come from your paypal account or bank account. From the PayPal site:

Sending money to friends and family is free for you and the recipient in the US when you fund the transfer with your bank account or PayPal balance. You can also use a debit or credit card or make an international transfer for a small fee.

If I understood corect, the PayPal's fee is always payed by the receiver, aka seller. The buyer and seller can negociate this and they can split the fees.

Just because you're paranoid, it doesn't mean they're not out to get you.
