PayPal multiple payment rule change should help the sale of expensive watches

    PayPal is changing its User Agreement. The amended User Agreement will be effective as to all PayPal users on June 25, 2016.


    SECTION 13.2 Eligibility Requirements

    We’re updating the eligibility requirement for Purchase Protection. The revisions to Section 13.2 will be as follows:

    • We’re deleting the requirement that users pay for the full amount of the item with one payment.

    I got the same announcement. should open more of the market, esp for large purchases.

    • You are now eligible for Purchase Protection even if you pay for an item with multiple payments.
    • We have updated the list of items that are not eligible for Purchase Protection.
    • For ‘Item Not Received’ claims, all buyers must now wait at least 7 days from the date of payment before escalating a dispute.
    If you don’t agree to the amended UA, you may close your account before June 25, 2016 and you won’t be bound by the amended terms. If you are a consumer and you do not agree with the updates, you may close your Account and terminate your relationship with us at any time without cost or penalty.

    That's not necessarily good news if the result is that more sellers refuse paypal.

    The only thing this update does is provide buyers and sellers with more options. It shouldn't deter anybody from Paypal. They can still decide which way they'd like to handle their business.
