Considering that the watch case and bezel is primarily brushed and it looks like the original finish to me, I would say it hasn’t been polished at all.

Or "overly-refinished"? (But I don't know the reference well enough to say one way or the other).

I'm not familiar with that case specifically, but the dents and scratches over the very nice (original looking) side "brush" pattern led me to believe it is an original finish.

Plenty of spring bar scarring on the back of the lugs as well.

As I said, I’m pretty sure the original was all brushed and it looks like the original brushing. If it was overly-refinished, why would there be scratches on the sides and back of the lugs?

My comment was only a suggestion for an alternative phrase vs. "overly-polished" it's since a brushed/satinated watch, and like I said, I have no comment on the actual state/condition. But in general (not saying that's what happened here) just because it has scratches doesn't mean those couldn't have occurred after a heavy polishing/refinishing.
