I feel like sniping software sort of cancels out the harm caused by shill bidding. do your homework, choose your price (never reveal it to anyone) and remove all emotion from your buying decision. the market almost always sorts itself out.

I don't think there's one damn thing any of us can do as far as policing eBay for shill bidding and other shenanigans. ps - shevino7: I changed "delisted" to "relisted" because your autocorrect got you. Happens to me all the time. Sometimes it changes to "relished" if not "delisted".
I wish there are virtual 'tar and feather' button in ebay. Negative feedback is not sufficient anymore for those jerks.
