No, lume is present on the markers.

strange that diffrent dials look so diffrent, but maybe it is just diffrent dials, it is a 68 below, but it seems the stepdial is diffrent on this

Lume has been removed in some of the areas and is not present inside the case on the dial floating around. It could have been "washed" ie the flaking stuff could have been removed via service.

I see signs that the lume may have been removed "washed" and new lume applied and has started flaking off. Look at 2 and 3 hour markers.

couldnt it be the original lume that has fallen off?

Could but look at the lume on the dial outside the hour markers at 2 and 3. How many from that period have that?

Lume on the chrono hand looks quite different to both hour/minute hand and dial lume - both as to colour but mainly the texture of it.
Might be (super-) luminova and not tritium? How does it look after exposure to light in a dark room/at night?
