    $ 400-500 seems okay,

    Less for me, maybe 300-400. Dial has problems and is missing second hand.

    Yes, $300-$400 for me as well. If you know a good watchmaker, who is used to dealing with vintage watches, you could ask if he can clean the dial very gently. I wouldn't get it restored. It's going to cost some money, but of you like the watch, it could be worth it IMO. Bracelet is awesome

    I think a possible larger issue is whether the seconds pinion is missing or damaged.
