I received this beat up Seamaster quartz which has some sentimental value so I was willing to pay and have it repaired but the watch repairer said he can’t fix it. He suggested I find a new movement altogether an have him swap it out.
    So 2 questions:
    1) what other omega quartz Movements would work in this watch? Or, what are the main parts I would need to replace so I can search for those parts individually?
    2) would replacing with a different brand movement such as a Seiko NH35 work as well? I’m open to a non omega movement but would want it to be a quality movement; auto would be great too.

Did he say what was wrong with the movement so you can try to hunt down the broken part? If not you can likely find some 1310 donors on eBay.
