I think it's very cool to have a watch from your dad. I might have to give my dad a watch so he can leave it to me 😀
I think the dial is repainted. Not a particularly good job either, but these dials were often repainted when they were damaged. The waterproof watches are waterproof until they are not, and then you're in trouble.
