When not in the public spotlight he tends to wear JLC, DLC Rolex etc, in office and at speaking events something decent looking but under $1k tends to be more the go.
Obama wears either an older tag 1500 or the secret service watch sometimes available on thier website. A Jorge Grey 6500 with US treasury markings. Clinton has been known to wear Panari, Frank Mueller, Cartier and Roger Dubois. He became a baller after wearing a simple Timex Ironman during most of his presidency.
I suspect that has less to do with becoming a baller and more to do with maintaining a certain public perception while in office.
