    Welcome to the forum.

Unfortunately you've bought a real dog.

Poorly refinished dial and a very sad movement which may not even be salvageable.

Even the cost of a service, let alone any kind of restoration will put this one beyond its value.

Return it or cancel the sale if you can.

    Sorry.

Well the seller described as a parts watch and provided pictures. So clearly it needs to be restored or serviced
The watch needs to be fully disassembled and overhauled and will definitely need a few new parts. I don't know what the cost will be but when its all said and done the money you put in will be far more than the watch is worth.

You may be lucky and the seller will accept a cancellation but on what grounds do you wish to cancel?
The listing looks pretty clear, it is a parts watch, you are buying a watch that may have a few parts that are worth something.

Nice - just cancel it ::censored::
As a buyer you should have done your home work before completing what is supposed to be a legally binding contract. So now the seller will have to file a cancelation, wait for a few days before its all processed until he can list the item again.
