Movement is genuine, dial is very poorly refinished. Not a watch worth consideration.

As @X350 XJR said, very poorly refinished. Just for educational purposes, I'm going to point out some of the mistakes: Longines logo and inscription are both missaligned with the 12h marker, "crosshair" sub-seconds dial goes beyond the actual subdial, and the list goes on and on...
